At a glance

  • The fiscal-data Notice has been in force since 15 July 2026. It covers electronic VAT transaction data and records supporting returns, not just invoice files.
  • An EFD combines an approved POS and Sales Data Controller with an ERS-issued Secure Element. Hardware and software solutions are covered; the Secure Element signs invoices.
  • ERS publishes a Developer Portal and accreditation sandbox process. Registration, developer certificates and testing are separate from permission to supply or use a production solution.
  • TaxCore is the platform identified by Data Tech International and in ERS technical instructions. This is fiscal reporting with local signing and offline storage, not unconditional online pre-clearance.

Dates that matter

The rollout, step by step.

Dashed lines mark announced targets, not confirmed deadlines.

  1. TaxCore launch reported by EDICOM

Secondary history, not a legal compliance date.

  2. Mandatory use stated in ERS news listing

Listing covers VAT-registered businesses above the turnover threshold; the linked news file was unavailable. Confirm category instructions with ERS.

  3. Fiscal-data Notice comes into force

Section 1.2; distinct from the news listing’s 1 July announcement.

  4. Accreditation guidelines listed by ERS

The saved directory gives 1 August; another rendering gives 31 July. Section 1.2 makes publication, or another date specified by ERS, decisive. Exact publication date needs ERS confirmation.

Who must comply?

  • The Notice covers taxable persons filing VAT returns, persons directed to submit data or records, and EFD suppliers, installers, maintainers and support providers. ERS may set compliance dates by category, sector or individual notice (sections 3 and 13).
  • ERS’s news listing says VAT-registered businesses above the turnover threshold must use e-invoicing from 1 July 2026. That announcement predates the Notice’s 15 July commencement; the downloadable news file was unavailable. Confirm the instruction and date applying to your business with ERS, rather than relying on a retail-first summary.

Documents covered

  • Electronic tax invoices
  • Fiscal receipts
  • Credit notes
  • Debit notes

Your action plan

What you must do.

  1. 1

    Check the instruction that applies

Confirm your VAT status and ERS category or individual notice. The 1 July news announcement and the Notice’s 15 July commencement are different dates.

  2. 2

    Check supplier and product approval

Use an authorised or accredited EFD where prescribed. A person supplying, installing, maintaining or supporting it must be accredited; check the approved model and version as well as the vendor.

  3. 3

    Set up fiscal documents

Record each transaction, assign its unique identifier and issue a fiscal document. Include supplier TIN, amounts, tax rate, payment method, EFD identity and security data; tax invoices also need the buyer’s TIN. Include item codes where used or required.

  4. 4

    Test the approved solution

Ask the supplier for evidence of ERS approval and tests of sales, refunds, credit notes, debit notes and interrupted transmission. Developer Portal registration or a sandbox pass alone does not grant accreditation.

  5. 5

    Protect records and business details

Protect the EFD and fiscal data from tampering and unauthorised access. Keep records and logs for the period required by the VAT Act, allow ERS inspection, and provide or update business, location, POS and certificate information when requested.

  6. 6

    Monitor transmission and faults

Transmit in real time where available. Keep delayed data secure and complete successful transmission within fifteen days of the fiscal document’s creation, unless ERS prescribes a shorter period. Monitor failures and fix malfunctions without undue delay.

Penalties & compliance risk

  • Non-compliance is subject to the VAT Act; the Notice states no fixed fine or prison term. Supplier accreditation may be suspended or revoked.

Check the current legal notice and your circumstances before relying on an amount.

Why it matters to each side.

For your business

  • ERS says the programme reduces paper invoice costs and errors and speeds up tax administration and refunds; no refund turnaround is promised.

For the tax authority

  • ERS says e-invoicing supports a more transparent VAT chain.

    When the connection drops.

    • Section 9 requires real-time transmission where available, secure storage during interruptions, and successful transmission within fifteen days from creation of the fiscal document unless ERS prescribes a shorter period. This is not a blanket fifteen-day holiday from reporting.
